# Property Committee 11/2/26

The McLean County, Illinois Finance/Property Committee meeting on November 2, 2026, included an informational presentation on the Fairview Building renovation. Design Mavens and CORE Construction presented schematic designs and an estimated overall project budget of just over $18 million, including $15.4 million in construction costs and just under $3 million in soft costs. The estimate assumes a geothermal HVAC system; a VRF alternative was about 10% less, while a chiller/boiler option was approximately $640,000 more. The projected timeline is about 27 months from project approval. No decision to proceed was requested or taken. Members also discussed potential grants; the County had applied for one planning grant and was awaiting a response.

The committee approved a $78,000-and-change professional services agreement with RVI Hitchcock Design Group to develop a comprehensive parks and recreation strategic plan, following discussion of the Parks director vacancy, community engagement, and the plan’s role in supporting future grant applications. It also approved an agreement with PIPCO for a third history museum air handler, made affordable because the first two units came in under budget, and approved FY2027 budgets for the PBC Lease Fund and PBC Rent O&M Fund. The consent agenda, including bills and transfers, was approved. Facilities staff reported that the Health Department generator project was complete and that Juvenile Detention Center masonry work was expected to finish under budget.
