# Fresno Parks, Recreation, and Arts Commission 10-26-2026

The City of Fresno Parks, Recreation, and Arts Commission met on October 26, 2026, to review arts-grant administration and Parks Department planning for the FY2028 budget. Staff reported that seven Cycle 2 Expanded Access to Arts and Culture grant agreements had been fully executed as of the meeting, with additional agreements in progress; grantees were asked to submit contracting documents by October 31 so staff could proceed toward payments. Staff also described review of 111 Cycle 3 applications: 103 were deemed eligible, and the commission subcommittee was about two-thirds finished reviewing prospective panelists. No grant awards or procurement contracts were approved at this meeting. A resident asked about a youth scholarship grant that had not been awarded, but the issue was not resolved during the meeting.

The FY2028 budget workshop covered parks programs, capital projects, and funding needs, including aquatics, after-school and senior programming, youth employment, digital literacy, and recreation facilities. Staff said digital-literacy grant funding was scheduled to end in December 2026 and that an application for additional state funding was pending; commissioners discussed seeking sustainable funding and building partnerships. Staff reported $6,630,000.06 appropriated for Cycle 3 Category 4 and a $6,061,247.99 forecast for Cycle 4. Commissioners were invited to bring budget recommendations to upcoming meetings, but none were made or voted on at this meeting. The commission also discussed the previously approved but unfunded Southeast Fresno cultural arts district and the process for presenting commission budget recommendations to City Council.
