The City of Upland Planning Commission meeting on October 29, 2026, considered several land-use and operational matters. The Commission approved, by 7–0, a 124-unit townhouse project at 911–927 West Arrow Highway, finding it exempt from CEQA under Guidelines Section 15183 and approving Vesting Tentative Tract Map 25-0003 and Development Plan Review 25-0005, subject to conditions. Added conditions require maintaining approximately 356 trees shown on the landscape plan and window glazing for units adjoining Maple Avenue; staff also clarified storm-drain easement and median-maintenance requirements. The developer said construction would be phased and that it would maintain unfinished areas and unsold units. The Commission also approved, 7–0, a conditional use permit for Bronco’s Mexican Grill to sell beer and wine at the Mountain Green Center, and approved, 7–0, revised operating conditions for Scholarship Prep Charter School, including another review in October 2027.

In a special joint Airport Land Use Committee and Planning Commission item, the committee found a proposed drive-through coffee shop compatible with Cable Airport compatibility zone C3 (8 affirmative votes). The Planning Commission voted 7–0 to recommend City Council approval of the project, including a conditional use permit, development plan review, environmental assessment, and vacation of about 0.16 acre of excess Foothill Boulevard frontage-road right-of-way; the proposal replaces a car wash and provides drive-through queuing for up to 18 vehicles. No contract awards, vendor selections, or other procurement activity were identified.
