# New Mexico Opens Capital Outlay Requests

For the 2027 Legislative Session, New Mexico is opening its capital-outlay request process on November 2, 2026. Applicants must first submit project details to the Legislative Council Service (LCS), then use the resulting LCS ID in the Governor’s Office form. Requests must support long-term assets, such as acquisition, improvement, alteration, or reconstruction; operating expenses, salaries, supplies, and retroactive reimbursements are ineligible. Property funded for a nonprofit must be owned by a qualifying public entity. The LCS form closes **December 11, 2026**, and the Governor’s form closes **December 21, 2026**.

- Applicants should prepare project details for the LCS submission first; the LCS ID is needed for the subsequent Governor’s Office form.
- Contractors and project applicants can use the process to identify potential state-funded capital projects, but should distinguish eligible asset costs from ineligible operating expenses and other excluded costs.
- The LCS form opens in two days. Applicants have until December 11 to submit to LCS and until December 21 to complete the Governor’s Office form.
