# Social Services Commission - October 19, 2026

The City of Davis Social Services Commission met on October 19, 2026. Staff outlined the FY 2027–28 CDBG/HOME Notice of Funding Availability process for projects beginning in July 2027. The city received about $700,000 in CDBG funds for FY 2026–27; $105,000 (15%, the maximum allowed) was allocated to public infrastructure and economic development, while 20% is designated for program administration and fair-housing activities. The NOFA was scheduled for release that Friday, with applications due in January; staff will review applications for completeness and eligibility before the commission makes recommendations to City Council and the city submits its plan to HUD. The commission reached consensus to have the full commission review and score applications, rather than delegate the review to a subcommittee. No FY 2027–28 awards were made at this meeting. Staff also noted that the Yolo Food Bank received $7,190 in CDBG funding in 2026 for food distribution and transportation, and raised concerns about unspent HOME funds because of program restrictions and project timelines.

The commission discussed winter shelter preparations, including eight year-round beds at Paul’s Place and five beds the city has reserved at Fourth and Hope in Woodland; the winter shelter budget and total capacity were still being determined. Commissioners agreed on a message to City Council urging an emergency plan, coordinated outreach, and partnership-based surge capacity in response to anticipated severe weather, though no formal spending motion or vote was reported. Staff also noted that the city’s waste-management contract will be subject to a future competitive bid, and a commissioner suggested adding a food-recovery policy discussion to the work calendar ahead of that procurement. No contract award or purchasing approval occurred.
