# City Council - 1/19/2021

At its January 19, 2021 meeting, the Sacramento City Council approved acceptance of approximately $2.8 million in annual Urban Areas Security Initiative (UASI) funding from the U.S. Department of Homeland Security for the Sacramento Regional Homeland Security Program. Staff described the grant as supporting regional preparedness and response, primarily through training and equipment; examples included fire-rescue and flood-rescue training, infrared scanners, school tourniquet kits, protective barriers, and a mobile command vehicle. Staff said the funds had not been used for surveillance or former military equipment. The item passed, with Council Member Valenzuela abstaining and the mayor absent for the vote. On consent, the council also approved acquiring about 30 acres from Blue Diamond for Sutter’s Landing Park, supported by Proposition 68 funding; Council Member Harris noted a separate SMUD contract for additional acreage. No acquisition price was stated in the transcript.

The council unanimously approved staff’s requested direction to advance the Sacramento 2040 General Plan update into draft-plan preparation. Proposed strategies include allowing a wider range of housing types, concentrating growth near transit and corridors, removing citywide parking minimums, considering parking maximums, roadway changes to prioritize transit and active travel, and preparing an all-electric-building ordinance. These are planning directions rather than immediate construction or purchasing awards. In the police presentation, staff reported more than 7,100 hours of overtime costing approximately $616,000 through early January for protest response; no spending action was taken on that amount. The mayor proposed that the Office of Public Safety Accountability and Police Review Commission lead an independent review of protest-related video and complaints, with possible outside assistance; the council discussed this as a path forward but did not take a formal vote on it.
