# Planning Commission - 27 July 2026

The City of Mill Creek Planning Commission meeting was held July 27, 2026. The Commission received a briefing from Kimley-Horn, a consultant contracted to assist with the city’s comprehensive plan update, on the forthcoming climate element covering greenhouse-gas reduction and climate resilience. The project includes a greenhouse-gas inventory, a risk and vulnerability assessment, and community engagement; no contract award, procurement vote, or project budget amount was discussed. The Commission also reviewed the South Town Center subarea plan and related municipal-code amendments, including proposed zoning and design standards, reduced parking minimums, active commercial requirements, and development incentives. The plan anticipates future infrastructure work—including street-grid changes, parks, stormwater facilities, and transportation improvements—and calls for later capital-funding and property-acquisition planning, but no funding or construction contracts were approved at this meeting.

After discussion, including a request to consider whether the final environmental impact statement should better address traffic impacts and mitigation beyond the city’s authority, the Commission unanimously approved a resolution recommending adoption of the South Town Center plan and associated code amendments. The public hearing was closed by a 5–0 vote; the June 18 minutes were approved unanimously. No spending authorization or procurement action was identified.
