# Pasco City Council Regular Meeting of October 19, 2026

At the October 19, 2026, regular meeting of the Pasco City Council, members unanimously approved the consent agenda, including $7,244,985.94 in claims, $2,436 in delinquent-debt write-offs, and authorization of a $15 million Drinking Water State Revolving Fund loan (contract DWL-33069-0). Council also approved Resolution 4793 to declare city-owned property at 614 North 2nd Avenue surplus, a preliminary step toward a possible sale to the nonprofit Eliza Family Homes for residential development; the sale itself was not approved. Staff noted that a grant supported environmental studies of the property.

The council reviewed the proposed 2027–2028 budget, including water, sewer, irrigation, stormwater, and the process water reuse facility. Staff discussed rising operating and construction costs, previously planned utility-rate increases, deferred maintenance and capital work, and eight sewer positions included in the budget; hiring those positions will require further review. Staff recommended reserving a $69.3 million tax credit as protection against process-water-reuse-facility risks, although council could direct its use elsewhere. Public commenters urged the city to avoid proposed police and fire reductions amid a projected general-fund shortfall. No budget or compensation decisions were made at this meeting; additional public budget discussion was scheduled.
