# Pasco City Council Meeting of September 21, 2026

At the September 21, 2026 Pasco City Council meeting, the council unanimously approved the consent agenda, including claims totaling $382,453.33; adoption of the Franklin County Solid Waste Management Plan; a purchase-and-sale agreement for Tract A of the Barker Heights subdivision; a professional services agreement with HDR Engineering, Inc. for the Road 76 overpass project; and traffic safety program funding. The council also approved Ordinance 4858, amending the city code governing cannabis retail facilities, with an amendment discussed during the meeting.

The council discussed future operating and budget options for the Tri-Cities Animal Control Facility, whose annual operating cost was described as more than $2 million. Members favored further exploring a hybrid model while also examining the budget line by line; no final model or spending action was approved. Staff reported that property RFP responses had been reviewed: two of three properties received responses, and the Louiswis Street property received none. Follow-up on responses and a draft events RFP were expected at the first regular council meeting in October. Staff also said the Parks and Recreation director recruitment would be conducted in-house, avoiding the estimated $20,000–$30,000 cost of an outside recruiter.
