# Pasco City Council Special Meeting of October 22, 2026

Pasco City Council special meeting, October 22, 2026: Council discussed the proposed 2027–28 budget, projected revenue shortfalls, and service reductions. Staff reported general-fund reserves were projected to end 2026 at about $16 million, near the recommended two-month operating reserve of $15 million. Under scenario five, which assumes no new taxes, the city would use about $2.5 million in reserves in 2027 and $5.6 million in 2028, with 37.25 full-time-equivalent reductions. The scenario reduces police staffing, closes two mini-stations and fire station 82, and eliminates or defers some recreation and other programs. Scenario six would add revenue through tax options under discussion, preserve Memorial Pool, and reduce—but not eliminate—proposed police and fire staffing cuts; it would still use about $1 million in reserves annually. Council members also discussed possible property-tax and sales-tax increases, additional tax scenarios, and whether economic-development funds could serve as bridge funding. No budget or procurement vote was taken.

Public commenters and several council members urged the city to protect police, fire, EMS, and parks and recreation services, while others raised concerns about affordability, fiscal accountability, shared services, and the potential cost of cuts that shift expenses elsewhere. Staff noted that future commercial development could bring revenue but cautioned against budgeting for it before it materializes. Council said budget discussions would continue at a workshop and through required public hearings. No contracts, vendor selections, or procurement approvals were identified.
