# Ellensburg City Council October 5, 2026

The Ellensburg City Council regular meeting on October 5, 2026, included a second-reading adoption of Ordinance 4996 amending the 2025–2026 biennial budget. The adjustment increased budgeted revenue by about $3.76 million, reduced budgeted expenditures by about $17.5 million, and raised the anticipated ending fund balance by $21.43 million. It also included a transfer of remaining capital-improvement bond construction funds to facilities for library HVAC work. No contract awards, bids, vendor selections, or other purchasing decisions were identified. The council also established a subcommittee to review council-funded grants, with funding decisions expected in November.

The council’s approval motion for the Rosenberg annexation and zoning proposal failed; a motion to deny the petition without prejudice followed, allowing a revised application. Council also accepted the Urban Forest Management Plan and conducted the first reading of an ordinance updating taxi-cab regulations. Members considered a proposed six-month emergency moratorium on data-center building permit and land-use applications while the city develops regulations; the transcript does not capture a final vote on that item. The moratorium, if adopted, could affect future data-center development opportunities. Other agenda discussion included comprehensive-plan chapters and proclamations.
