# Planning Commission - 17 September 2026

The City of Mill Creek Planning Commission held a study session on September 17, 2026, regarding proposed annual municipal code amendments. Staff reviewed a reorganization of development and zoning regulations, including a new definitions chapter, consolidated use and development-standards tables, and changes intended to align permitted uses with state requirements and Council priorities. Commissioners discussed specific land-use definitions and whether certain uses—such as urban farms, massage businesses, opioid treatment programs, vocational schools, and research laboratories—should be allowed in particular zones. The zoning map itself is not part of the proposed changes. The Commission also noted that City Council had recommended temporarily excluding data centers from the use table pending a broader discussion of economic development and other commercial uses. No code amendments were adopted at this study session; staff plans further community outreach, agency review, and a later return to the Commission and Council. The Commission separately approved the August 20 meeting minutes.

No procurement activity was identified: the meeting did not discuss contract awards, solicitations, vendors, purchasing, or spending decisions.
