# City of Port Angeles - City Council Work Session @ 5 PM PST 10/27/2026

The City of Port Angeles City Council held a 2027 budget work session on October 27, 2026. Staff presented a proposed citywide budget of $179.8 million, about 2.1% below the 2026 budget, designed to retain core services and use reserves only for one-time projects. The proposed $31 million general fund would end with a 23.3% fund balance, below the city’s 25% target. Major budget pressures included personnel costs, an approximately $1.5 million increase for criminal justice services, higher BPA power purchases, and contracted solid-waste transport costs. Staff said negotiations with Clallam County reduced the criminal-justice agreement costs by about $1.1 million compared with the county’s original proposal. The budget also reflects four additional police officers, supported by grant funding and the 0.1% sales tax, and capital projects included in the adopted Capital Facilities Plan.

Council discussed opportunities to reduce routine spending, how tax and utility-rate increases affect residents, code-enforcement funding, reserve levels, and whether debt could accelerate road preservation; staff said project delivery capacity, rather than allocated funding, was a constraint on transportation work. No budget or procurement vote was taken at the work session. Staff outlined upcoming property-tax and budget hearings, with final budget adoption scheduled for December 1, and said a further November work session could be held if Council wanted more discussion. Budget priorities include seeking grants to support capital and personnel needs and recovering the full cost of city services through fees; several potential revenue options require further analysis and were not included in the 2027 budget.
