# TCAPS Board of Education Finance Committee Meeting 10.29.26

The TCAPS Board of Education Finance Committee met on October 29, 2026. The committee reviewed capital bond financing and active construction, including renovation progress and planning to sell the remaining $100 million of 2024 voter-authorized bonds: currently $90 million is planned for 2027 and $10 million for 2029. Staff presented alternative scenarios, including an $80 million/$20 million split and shorter bond terms, and discussed tax-base growth, project schedules, interest costs, and the timing of a possible future bond vote. No bond-sale plan or new bond authorization was approved; staff will continue analyzing options for later board discussion. The committee also heard that federal E-rate support has reimbursed about $2.8 million of nearly $4.3 million in eligible district projects over the past decade; uncertainty about the program could increase district costs, with potential exposure of up to $800,000. State funding estimates included about $1 million more in unrestricted funding than anticipated, while staff cautioned that overall expenditures still exceed revenue.

On purchasing and projects, staff said the district would proceed with KONE elevator upgrades addressing code and safety issues after other firms indicated full replacement would require substantial hoistway structural work; the committee did not take a recorded award vote. A proposed 14-panel solar array at West High School remains under review: Synergy’s proposal was about $16,000, compared with Keen Energy’s proposal in the high $30,000s, and staff is comparing panel specifications before deciding on a direction. The Central High School greenhouse is in state plan review and is grant-funded through the Allen Foundation. The committee also discussed other district purchases and bond-project oversight, but no additional procurement award was recorded. The only recorded vote was approval of the October 1 committee minutes.
