# U.S. and Zambia Promote Commercial Projects

The United States and Zambia signed a nonbinding memorandum of understanding on March 30, 2023, to encourage U.S. private-sector participation in strategic commercial projects in Zambia across agriculture, energy, mining, manufacturing, healthcare, digital services, tourism, education, and transportation. The MOU is intended to support transparent, sustainable procurement and coordinate potential U.S. agency assistance and financing channels for five years, through March 2028. It creates no funding obligation, guarantee of awards, or procurement commitment; businesses must negotiate commercial terms directly with the Zambian government as applicable.

- Companies can use the MOU as a framework for exploring Zambian project opportunities, but should not treat it as a solicitation, award, or committed source of financing.
- U.S. agencies including USTDA, USAID, and DFC may provide support or potential financing channels; the MOU itself does not guarantee that any project will receive support.
- Procurement and business teams pursuing projects should account for the MOU’s emphasis on transparent, sustainable procurement and plan for direct negotiations with relevant Zambian counterparts.
