# Utilities Committee- October 29, 2026

Cleveland City Council Utilities Committee meeting, October 29, 2026: The committee approved two emergency ordinances. Ordinance 1172-2026 amends the Cleveland Public Power Eastside Service Center lease to substitute Darley Holdings Group LLC (or its designees) for City Rose Ltd and extend the lease to a seven-year term with one five-year renewal option, subject to further legislative authority. The director said rent will remain unchanged. Ordinance 1229-2026, concerning the Bright City lighting system contract with ST Engineering Telematic Wireless Limited, was approved with an approximately $50,000 addition for platform enhancements, database integration, and data maintenance; the three-year amount was described as increasing from $89,781 to $139,781.

The committee also heard presentations on Cleveland Public Power’s draft strategic plan and the second phase of its cost-of-service rate study. The strategic plan outlines reliability and infrastructure modernization, a project management office, vegetation management, an airport interconnection, and potential local renewable generation and battery storage. The rate proposal for 2027–2029 is projected to add about $6 million in 2027, $7 million in 2028, and $5 million in 2029; CPP is also targeting a $30 million bond issuance in 2028, subject to Council approval. No rate action was taken. Members requested clearer customer bill comparisons, specific plans for any bond-funded work, and further information on infrastructure and outage issues; the rate proposal is scheduled for additional committee discussion.
