# Planning & Transportation Commission Meeting - October 28, 2026

The City of Palo Alto Planning & Transportation Commission met on October 28, 2026. Staff presented 60% designs for the Quarry Road Transit Connection, a bus-only link to the Palo Alto Transit Center with a protected intersection. The commission’s nonbinding straw poll unanimously favored Option A. Staff reported a revised design budget of approximately $1.005 million, up $127,000 from the prior estimate of $878,000; the additional work is expected to be funded through medical center development agreement funds, Stanford University funds, and an MTC grant. Staff said a cost-sharing agreement amendment with Stanford would go to City Council after the additional grant funds are secured. Construction could begin in late 2027 or early 2028, pending Caltrans approval. Commissioners also discussed pedestrian and cyclist safety, accessibility, wayfinding, and connections beyond the project’s limited scope. Staff noted that Council approved the design contract for the Charleston Meadow and Churchill quiet zones on October 5; the overall quiet-zone process typically takes about three years. Caltrain also completed a separate $14 million creek-bank stabilization project in September, with landscaping due in November.

The commission voted 6–0 to recommend that City Council adopt a zoning text amendment expanding floor-area bonuses and transferable development rights for certain historic buildings in the CS zone; commissioners discussed clarifying code language and encouraging a historical marker. No new contract award or procurement vote occurred at this meeting. The historic-preservation amendment would change development incentives, while the transportation project’s additional design funding and future agreement amendment remain pending.
