# Chester City Council Meeting | October 28, 2026

At its October 28, 2026 meeting, Chester City Council approved several procurement and project-related actions. Council approved an additional amount not to exceed $18,136.24 for change order six with James G. Davis Construction Corporation for the new Public Works building. Officials estimated total project costs, including land and other costs, at more than $11 million; approximately $5.5 million was expected to come from ARPA funds, with a final accounting to follow after completion. Council also extended the Chester Community Improvement Project agreement for two months using remaining funds from its original $1.1 million budget, and approved a November extension of New Road Construction Management Inc.’s construction-management contract for up to $25,000. Two firms, including Eco Services LLC, were advanced to contract negotiations for lead-abatement construction under the Lead Safe and Healthy Homes program. Other approved actions included advertising the sale of a Ford Crown Victoria, accepting a $2,500 fire-prevention grant, and approving Delora’s land-development plan for a building replacement. The council also approved final readings of two ordinances, including amendments to zoning and parking requirements.

The meeting included an update on a housing program for older residents’ roofing and heating needs, with applications under review, and a presentation on the city’s lead-abatement program and its funding sources. No additional procurement votes were identified in those presentations. Council unanimously approved the listed resolutions and ordinances; the Public Works project’s final cost breakdown is expected after completion.
