# 10/28/26 Metro Arts Commission

The Metro Arts Commission met on October 28, 2026. The Commission approved the concept design by artist William Massey for the Nashville Youth Campus for Empowerment public art project. The artwork is planned for a prominent lobby wall at the new juvenile justice facility, with an artist budget of $400,000; the vote passed without opposition. The project team is developing engineering drawings and sourcing repurposed materials, with installation targeted ahead of the facility’s anticipated June 2025 completion date, as stated in the meeting. The Commission also learned that more than 95% of Thrive operating grant payments had been processed, and that special funds are covering current public-art maintenance needs while a new 4% funding allocation remains pending.

A major discussion concerned Metro procurement guidance that open competitive artist calls may not restrict eligibility by geography under the Municipal Purchasing Act. The Mariposa Park public-art RFQ remains on hold, and the Commission postponed action on its recruitment method until staff can obtain further guidance from procurement; the issue may affect future local-artist opportunities and public-art calls. The Commission also approved the September 16 meeting minutes. No new contract award or procurement expenditure was approved beyond the public-art concept design vote.
