# Brockton Account Committee October 27, 2026

The Brockton City Council Accounts Committee met on October 27, 2026, to review the city’s finances and fiscal 2026 closeout. The auditor and interim CFO described an $18.184 million transfer needed to cover accumulated obligations and enable the city to complete its Department of Revenue review and set the tax rate. The transfer includes approximately $4.8 million for school transportation, $2 million for a fixed water-contract charge, about $450,000 for snow and ice costs, and roughly $2.7 million in law-department obligations, among other items. Officials said fiscal 2027’s budget also relies on more than $9 million from the Chapter 324 supplemental reserve, $2 million from pension stabilization, and about $985,000 in remaining free cash; free cash is expected to be virtually exhausted, leaving a significant structural gap for fiscal 2028. The transfer still requires council approval; no vote on it was recorded at this meeting.

Discussion focused on recurring school-transportation overruns, declining reserves, potential use of circuit-breaker reimbursements, and possible state legislation to spread certain costs over multiple years. Members discussed considering an outside consultant to review school transportation operations and noted that transportation-modeling software had been acquired, but no consultant selection or procurement approval occurred. A committee member also proposed asking legislative counsel what authority the city has to prevent or recover allegedly improper payments; no vote on that request was recorded. The auditor reported that the fiscal 2026 balance sheet was on track for submission by November 15.
