# Town Meeting Members Association InfoCast: Capital Planning Fall Town Meeting - 10/26/26

The Winchester Town Meeting Members Association held an informational session on October 26, 2026, about the town’s FY27 capital plan. The Capital Planning Committee recommended that Fall Town Meeting approve 17 capital projects totaling approximately $4.77 million, funded through the Capital Stabilization Fund (about $2.5 million), Building Stabilization Fund (about $1.5 million), and water, sewer, and cemetery funds. Projects discussed included a $1.1 million fire engine replacement; road and sidewalk work; traffic-safety measures; school building, field, and walkway repairs; water and sewer system work; and a cemetery columbarium. Several design projects could lead to substantial construction costs in future years. No votes were taken during this informational meeting; the projects were presented as recommendations for Town Meeting consideration.

The committee estimated $62.9 million in five-year capital needs against roughly $40 million in available funding, leaving a gap of about $21 million after assumptions about water/sewer funding and Community Preservation Act (CPA) contributions. Participants discussed options including delaying or removing projects, using CPA funds for eligible work, and borrowing or pursuing a debt exclusion. The roughly $12 million Town Hall project was identified as a major funding challenge. The committee also explained that approved design funding does not formally earmark future construction funds, but the five-year plan considers likely follow-on costs.
