# City Council (Closed Session) 3/1/2022

The Sacramento City Council meeting on March 1, 2022, covered housing, homelessness, and several funding and contract matters. Council approved the consent calendar, with the Capital Mall revitalization budget adjustments and professional services agreement continued (item 17). It separately approved a supplemental agreement for the comprehensive cannabis study, extending EPS’s availability through June 30, 2023, for possible additional briefings; no contract amount was stated. The council also discussed a $10 million arts and creative-economy allocation: staff said an RFP would select a third-party administrator, with program guidelines to return to council. A separate 6–3 vote directed further work and discussion on affordable-housing financing options; members clarified that it did not authorize or initiate a bond issue. The city’s pro-housing designation was noted as potentially improving its access to competitive state funding.

Homelessness funding and services were a major focus. Staff reported that about $41 million had been allocated to comprehensive-siting-plan work, with under $2 million remaining, and discussed roughly $60 million in anticipated state and federal funds whose timing and allocation were not all finalized. The coordinated-access proposal, previously funded with $1 million in city midyear funds and a matching $1 million commitment from Sacramento Steps Forward, was presented as an information item; county participation was still under consideration. Staff also outlined significant future needs, including approximately $14 million to continue the motel program and more than $30 million in potential capital costs for a downtown service hub. Council discussed, but did not make a final procurement or funding decision on, these future needs. Other contract items included Colfax shelter funding through June 30; no new vendor award was identified.
