# Fairfield Planning Commission -September 28, 2026

The City of Fairfield Planning Commission met on September 28, 2026. Staff presented plans for zoning regulations for the 189-acre Hill Ranch study area, consistent with the General Plan’s focus on food and beverage manufacturing, agritourism, and food science while prohibiting warehousing. The property is in unincorporated Solano County, so annexation would require further review, including an updated municipal services review and a decision by LAFCO. The city has retained Ascent, an environmental and planning firm, to help draft the zoning regulations; no contract amount or procurement action was discussed. Commissioners raised questions about the timing of zoning relative to annexation, landowner interest, public notification, potential phasing, employment projections, and how the proposed district would relate to nearby industrial land. A community workshop is planned for November 16, with Planning Commission consideration expected December 9.

The Commission also considered proposed accessory dwelling unit (ADU) ordinance amendments to align Fairfield’s rules with state law and the City’s housing element. Commissioners voted unanimously to recommend that City Council adopt the amendments, with clarification that the Class B ADU exterior-lighting requirement should be restored; staff also agreed to convey commissioners’ concerns about potential effects on parking, waste services, neighborhood impacts, and staff workload. Council consideration is tentatively scheduled for November 17, with a second reading tentatively planned for December 15. No contract awards, purchasing decisions, or spending allocations were identified.
