Orange County, New York Ways and Means Committee budget hearing, October 28, 2026: The committee approved several procurement- and capital-related requests. It approved a $70,000 bonded supplemental appropriation for Valley View Center dietary equipment; repealed a previously approved $1.5 million DPW bond authorization after the county secured $2 million in grant funding for the nearly completed road project; and accepted a $12.5 million FEMA hazard-mitigation award for the Cornwall creek-bank project, appropriating $1.25 million initially for engineering and environmental work. The committee also approved a $1.6 million jail medical-expense appropriation to cover higher costs after the former provider went bankrupt; the replacement provider’s contract runs through 2029, and officials said renegotiation may be explored. In the 2027 budget and capital-plan reviews, the committee approved $1.83 million for IT computers and related equipment and $2.31 million for IT infrastructure. It voted to remove a proposed $660,000 IT consulting allocation for an asset-management solution, with members indicating the department could return after obtaining firmer cost estimates. A separate motion reduced the county celebrations allocation by $100,000. Risk Management discussed insurance purchasing, claims and a proposed fiscal position; a motion to restore funding for a deputy risk-management position passed, with funding to come from fund balance. General Services described work to improve bid tracking through Laserfiche and consider electronic bid submissions, while emphasizing that specifications and transparent bidding are central to its procurement work.
