# Audio - Housing Subcommittee - October 28, 2026

The City of Escondido Housing Subcommittee met on October 28, 2026, to review a proposed senior mobile home park overlay ordinance. Staff described current zoning requirements, under which a new mobile home park requires a conditional use permit, and explained that state law allows qualifying parks to operate as age-restricted housing. Staff also noted that park owners must provide residents at least six months’ written notice before changing age-related rules, while the city does not currently have a formal review process for such transitions. Existing space rents remain subject to the city’s Proposition K rent-control ordinance. Staff discussed other cities’ approaches to senior park overlays and noted a legal challenge to an overlay in Goleta.

Residents urged the city to protect senior parks, citing housing security, affordability, safety, and community support, and asked for a temporary moratorium on conversions while an overlay is studied. The mayor said he could support a moratorium pending a full City Council decision and requested that staff return to the full council with information about which parks have initiated or may pursue a transition, along with further study of the overlay and moratorium. Another council member also expressed support for a moratorium and further council discussion. No formal vote was recorded. No procurement activity was identified.
