# Oct 27, 2026 - Council Session (AM)

The Montgomery County Council’s Oct. 27, 2026 morning session included proclamations and a semiannual report from the Maryland-National Capital Park and Planning Commission. Procurement- and capital-related updates included approximately $6 million in state capital funding secured for seven park projects, plus funding for a parks solar initiative. The Parks Foundation had received a $300,000 donation for improvements at Glenmar Park, and the Council provided $100,000 in FY26 operating funds to establish a park-facelift program. Parks also reported upcoming projects, including the Wheaton Action Sports Park, scheduled for construction in FY29, and a Long Branch park renovation expected to be bid in spring 2027. These were project and funding updates; no contract awards or vendor selections were reported.

Montgomery Planning reported spending an additional $215,000 on master-plan support in FY26, including contracted engagement, rendering, zoning-analysis, translation, transportation-analysis, and communications services. It allocated just under $212,000 in current-year master-plan support funding, including a $100,000 state grant for Damascus streetscape guidelines; a requested $90,000 Damascus economic analysis was not funded, and $620,000 in other requests was deferred. The Council also unanimously approved a resolution opposing proposed federal changes to the 2030 Census, which was not a procurement action. The session’s proclamations addressed Hindu American Heritage Month, Domestic Violence Awareness Month, and National Bullying Prevention Month.
