# Oshkosh Common Council - 10/27/26

The Oshkosh Common Council met October 27, 2026. The council unanimously approved Ordinance 26-51, amending the municipal code provisions on purchasing authority; no specific contract award or vendor selection was reported. It also approved a water-utility simplified rate case application to the Wisconsin PSC, seeking a 3% rate increase. Staff noted the last full rate case was in 2023 and cited major upcoming water-utility capital needs, including the Clear Wells project, for which a previous estimate anticipated a possible 35% increase if rates were adjusted all at once. The council approved amendments to the TID 43 development agreement with Milan Main LLC for phases two and three, extending construction dates while leaving previously established potential penalties unchanged.

The council also approved a determination of necessity and relocation order for public right-of-way at 1423 Rainbow Drive and 1430 Rainbow Avenue, preparatory work for improvements at the Oshkosh-Sawyer intersection that may be coordinated with state DOT projects. Separately, members directed staff to continue advancing a proposed joint EMS district with the Town of Algoma; discussion included potential eligibility for state innovation funding, but no grant award was made. Other actions included expanding DORA hours to 10 a.m.–10 p.m. seven days a week. Public comments addressed ATV/UTV routes, water rates, school-tax transparency, and downtown development; no related procurement decisions were made on those topics.
