# 10/27/26 Metro Housing Trust Fund Commission

The Metro Housing Trust Fund Commission met on October 27, 2026, to review grant activity, contract amendments, and Round 16 funding. The commission approved amendments for two Round 15 William Franklin Buchanan projects, extending their cooperative conversion deadlines to align with contract expirations in November 2027. Staff reported that the projects were under construction and had drawn approximately $3 million of $4.5 million for Emily Meadows and $3.1 million of $4.3 million for Cedar Place. For Round 16, Park Center declined its $3.5 million award after determining its project was not financially feasible. The commission considered reallocating the funds to Villa Maria Manor, which requested $2 million, or returning them to the Barnes Fund; it voted to return the money to the fund balance for future rental projects. Staff noted that future funding-round timing depends on the budget being finalized, and the commission discussed establishing a future policy with a deadline for award recipients to sign contracts.

Staff reported that through Round 15, more than $164 million had been awarded and more than $138 million drawn down, supporting 6,562 affordable homes. The commission discussed Project Return’s expiring Round 10 contract; staff did not recommend an extension due to audit and financial-management documentation concerns, and any unspent funds will return to the fund balance. August financial figures included about $2,848 in project-management spending and approximately $1 million in Barnes Fund reimbursements. Public comment included a request to consider a cumulative Barnes Fund spending limit per owner-occupied home. No other procurement awards or purchases were identified.
