# Community Priorities Town Hall

The City of Frederick’s Community Priorities Town Hall on October 28, 2026, opened the public input process for the FY2028 budget, which takes effect July 1, 2027, and the city’s state and federal legislative priorities. Officials highlighted affordable housing, a youth center planned to open in 2027, and arts and culture as budget priorities. Discussion of housing included using suitable city-owned parcels to support deeply affordable housing, potentially through an RFP with affordability standards for proposals receiving low- or no-cost land; no RFP was issued and no procurement award or spending vote occurred at the meeting. Residents also raised housing needs for very low-income households and seniors, homelessness services, accessibility funding, and possible changes to rules affecting accessory dwelling units and other housing types.

The mayor described advocacy and funding priorities for Route 15 improvements, multimodal and trail projects, transit expansion, traffic calming, Westside Regional Park improvements, and the Housing and Human Services headquarters at 100 South Market Street. The city reported that police receive about one-third of city spending and discussed adding hybrid vehicles to police purchases, while noting that broader fleet electrification would require assessment of charging infrastructure costs. Officials also noted the city’s new AAA bond rating and plans to seek improved ratings as it prepares to enter the bond market. The meeting included discussion of diversifying revenue beyond property taxes and the city’s Community Promotions Grant process; no motions or votes were taken.
