# 🔴 LIVE: Regulations on resources, staff trainings, and funding for youth detention programs

New York City Council Committee on Children and Youth oversight hearing, October 27, 2026, examined overcrowding, conditions, and youth incarceration policies at Horizon and Crossroads detention centers, alongside four youth-justice measures. ACS reported an additional $12.2 million invested in community-based alternatives beginning in FY2026 and expanding in FY2027. The administration said expanded contracts for Families Rising (about $344,000 additional), EXALT ($412,000), Fortune Society (about $800,000), and Center for Community Alternatives ($618,000) were being registered and expected to serve new participants starting November 16. ACS also cited $9.6 million for juvenile mental-health services and $4 million for career and work-readiness programs. Bronx Restore received a reported $3 million state grant over two years; Bronx Restore and Project RISE together were described as receiving $6 million over two years. The administration said a new ATI procurement is expected to be released shortly before FY2029, with programs coming online near the end of FY2028.

Capital and facility work discussed included an expedited Horizon annex, expected by the end of 2027, with 56 bedrooms and expanded education and program space; planned Crossroads auxiliary housing would add 28 bedrooms and two classrooms. Two temporary Crossroads classrooms were expected to open within weeks. ACS also reported acquiring handheld and mobile X-ray scanners for contraband detection, while body scanners remained pending state guidance. The hearing considered bills on a guide to alternatives to detention, case reviews for possible release or early resolution, annual staff training on identifying sexually exploited youth, and a resolution seeking NYC eligibility for state Raise the Age funding. No procurement or spending votes were taken; several witnesses urged expanded community-based funding, and council members pressed the administration for faster action and accountability on detention conditions and population reduction.
