# City of Flagstaff City Work Session - October 27, 2026

The City of Flagstaff City Council work session on October 27, 2026, included an update on the Rental Assistance Demonstration (RAD) affordable-housing redevelopment effort. Staff reported that a co-development partner RFP was expected to be published imminently; a consultant had supported portfolio and capital-needs analyses and drafted the RFP, and an architect had been engaged for preliminary site analysis and concepts. The effort could cover Seiler Homes, Brannen Homes, and scattered sites, with financing envisioned from tax credits, grants, loans, and Proposition 442 general-obligation bond funds. Council consideration of a resolution authorizing a HUD application and related implementation steps is scheduled for November 17; no action was taken on the resolution at this work session. Staff also presented results from homebuyer assistance programs funded in part by the voter-approved $7 million housing-bond allocation, including assistance issued to participating households; no new program funding vote occurred during that presentation.

In a subsequent special meeting, Council approved a motion to allocate $5,000 from the Council Initiative Fund to the Paul Weston Oltrogge Memorial Fund for First Responders and $500 to the Sunnyside Neighborhood Association for its Stone Soup and Cookie Festival events. No contract awards or vendor selections were made. Other agenda items included employee-service recognitions and community updates.
