# 2026-10-27 Board of Education’s Intergovernmental Affairs Committee

The PPS Board of Education’s Intergovernmental Affairs Committee met on October 28, 2026, to hear legislative priorities from Multnomah Education Service District, Northwest Regional Education Service District, and Salem-Keizer School District ahead of Oregon’s next legislative session. The districts emphasized protecting and strengthening education funding, modernizing the state school-funding formula and Quality Education Model, and addressing cost pressures such as special education, high-cost disabilities, unemployment insurance, and PERS. Multnomah ESD also supported restoring Outdoor School funding to the Measure 99 level, described as $63 million. Northwest Regional ESD highlighted adequate funding for early-childhood and regional special-education services, expanded K–12 workforce pathways, and more flexible eligibility for workforce-development funds. Salem-Keizer proposed a school-funding modernization commission and raised possible legislative action on virtual charter school oversight; it cited about 27,000 students enrolled in virtual charter schools statewide.

Other priorities included reducing administrative burdens, repealing the state-test opt-out law, and ensuring new requirements are funded. Salem-Keizer expressed support for possible Medicaid reimbursement changes for school health workers and peer support specialists, and for PERS cost relief. These were legislative proposals and advocacy priorities, not adopted spending or procurement decisions. No contracts, vendor selections, bids, procurement actions, or votes were identified. The committee outlined next steps to circulate a draft legislative agenda by November 3, invite public feedback at its November 10 meeting, and present the agenda to the full board, with a vote then anticipated on November 17.
