# City Council Legislative Session October 27th, 2026. 4PM

The Eau Claire City Council legislative session was held Tuesday, October 27, 2026. The council unanimously approved a new agreement between Eau Claire Transit and the Department of Human Services: $36,000 for up to 100,000 rides in 2027, with additional rides to be paid for separately. The program will distribute three-month transit passes through DHS and aims to expand access beyond the existing ARPA-funded program. Transit staff said the $36,000 may also qualify as local match for federal funding, subject to confirmation from the FTA. The council also unanimously authorized the city manager to enter into an intent-to-negotiate purchase agreement with Impact Seven Incorporated for the Seaver Street lot. The proposed downtown development would include 60 affordable units for households at 40–60% of county median income, contingent on an award of LIHTC funding; council members noted the funding is not assured.

Other unanimous actions included updates to wellhead-protection rules, including airport-related conditional uses and contingency-plan reviews at least every two years, and revised licensing requirements for house movers that raise insurance minimums to industry standards and remove a $5,000 bond requirement. These changes may affect future permit applicants and moving businesses. The later proposed-budget work session covered fee schedules, including parking and transit fare changes, but no budget or fee-schedule approval occurred at this meeting; those items were expected to return for later council action. No contract number was stated.
