# Washington County Board of Commissioners PM Work Session, 10/27/26

At the Washington County Board of Commissioners’ October 27, 2026, PM work session, staff presented the Jail and Community Corrections Expansion (JACE) project plan. The county’s consultant, DLR Group, is conducting feasibility, programming, site and infrastructure, and financial-planning work; current funding covers the planning phase, while construction and ongoing operating costs still require funding strategies. Commissioners indicated support for bringing the plan to the November 10 meeting for approval; no formal vote was taken at this work session. Staff said the feasibility work will inform potential design and future decisions. The board also received a courthouse replacement update: staff expect to issue a visioning and feasibility RFP the following week, are developing planning-fund agreements, and are preparing for a preliminary state bonding request in 2027 and a more developed application in 2028. Commissioners emphasized coordinating the courthouse, jail, and Community Corrections Center plans.

Other capital and funding items included a signed purchase-and-sale agreement for an 11.7-acre rural industrial property for Land Use and Transportation operations, funded through the County Road Fund. The county has 180 days for due diligence, and a final purchase requires further board approval. Staff reported that a $1.3 million contingency covered unforeseen structural repairs during the Service Center East building-envelope and HVAC project. The On-site Septic Assistance Program, supported by just under $750,000 in Oregon DEQ grant funding, assisted 26 homeowners. No other procurement award or spending motion was reported.
