# Special Called Oct. 27, 2026

The City of Biloxi held a special called workshop on October 27, 2026. The agenda was approved 7–0; officials stated that no substantive votes would be taken. The council discussed water and sewer rate options, including flat versus tiered rates and raising the threshold from 2,000 to 3,000 gallons. The administration will analyze actual data from roughly 17,000 accounts to estimate revenue under different scenarios. Officials cited a roughly $690,000 water-and-sewer enterprise shortfall and discussed the need for additional revenue to cover operating costs, inflation, reserves, and planned repairs. One example showed a 2,500-gallon customer’s monthly increase falling from $6.91 to $2.78 under the higher threshold. No rate change was approved; council members and the mayor plan further review.

The second topic was potential projects for a $16.5 million general-obligation bond and available MIMA/MEMA funds. The discussion covered project prioritization, funding eligibility, cost uncertainty, and whether funds could support building rehabilitation; officials said legal clarification is needed. Projects discussed included roof and HVAC repairs, a generator, drainage and sewer work, the East Biloxi recreation building, Brody Drive sidewalks, and Wash Fayard Road. The project list was estimated at about $17 million, and officials noted that final bids could exceed estimates. The council discussed obtaining design work and cost estimates for selected projects, with City Hall rehabilitation, Division Street projects, and room maintenance/upgrades excluded for now. Staff described an approximately 30-day bid period and a typical three-to-four-month interval from advertisement to start of construction. No project awards or design authorizations were voted on at the workshop; possible design approvals and further funding/legal analysis remain for a future meeting.
