# Employee Benefits Review Committee - October 27 2026

The Shelbyville Employee Benefits Review Committee met on October 27, 2026, to consider the employee health insurance renewal and related dental and vision options. Representatives of the Tennessee Municipal League’s Health Insurance Program described competing renewal proposals from Blue Cross and Sigma. Blue Cross’s initial proposed increase was 16.6%, later reduced to a 9% final offer. The presenters said Sigma’s proposal would save about $102,000 annually compared with Blue Cross and included a $50,000 one-time credit, along with enhanced prescription coverage and 100% coverage for lab work and X-rays. Members discussed provider networks, employee experience, claims administration, and potential transition challenges; no carrier was selected. The committee also reviewed an optional $1,000 versus $2,500 out-of-pocket plan design to reduce some employees’ payroll deductions, and a dental/vision proposal from Beam (a Principal brand), including a dental option without a missing-tooth exclusion and more frequent vision-benefit eligibility.

No procurement award or spending motion was approved. Members discussed gathering employee feedback and checking provider participation, and agreed to reconvene November 5 at 10:00 a.m. to review the options and prepare a recommendation, including the proposed employee cost-sharing structure. The committee noted that the city’s previously approved 50/50 cost-sharing approach may affect that decision. Motions to approve the agenda and prior meeting minutes passed; these were procedural and not procurement approvals.
