# October 27, 2026, Riverbank City Council Meetings

The October 27, 2026 Riverbank City Council meeting included a final update on the City’s $5.9 million in American Rescue Plan Act (ARPA) funds. Completed projects included solar installations, security improvements, repairs to the 7th Street storm drain, park upgrades, and a downtown parking lot; some planned projects were dropped or reassigned because of cost or other requirements. ARPA also supported $135,000 in downtown façade grants to 11 storefronts, $120,000 in nonprofit grants, and a $62,000 first-year social media contract with Jane Media Services. The Council unanimously approved a 25-year economic incentive agreement with San Boya and Sons Inc., doing business as Boyett Petroleum: the City will rebate 40% of eligible net sales-tax revenue and retain 60%. Based on FY2025 sales, the presentation estimated about $487,000 in sales tax, divided approximately $195,000 to the company and $292,000 to the City; actual payments depend on sales. The Council also unanimously approved the first reading of water-code amendments updating service rules and backflow/cross-connection controls, with no additional fiscal impact anticipated.

The Council held a communications-plan workshop with JPW Communications, which had been engaged under an agreement approved earlier in the year; there was no action on the plan at this meeting. Council feedback included broader resident survey participation, bilingual materials for major development projects, and outreach beyond online channels, including mailers. In a council report, a member noted that the Stanislaus Regional Transit Authority had extended a transit contract through the end of the next fiscal year for $16 million, with a new RFP expected in December; this was not a Riverbank City Council vote. No other new procurement approvals were identified.
