# Aggregated Pension Board Meeting | October 26, 2026

The City of Chester Aggregated Pension Board met on October 26, 2026. The board held an evidentiary hearing on Officer Todd Rose’s application to increase his disability pension from 50% to a 70% heroic disability pension. The city stipulated that it did not dispute his injuries or current pension, but contested whether he met the standard for the additional benefit. After hearing testimony and admitting exhibits, the board voted to close the evidence and accept written arguments and proposed findings by December 1, with a decision scheduled for December 7 at 3 p.m.; no decision on the application was made at this meeting.

On procurement, the board approved an RFP for a board solicitor and amended the selection schedule to include interviews during the first week of December. It also approved professional fees for Carl Ewald for July–September 2026, recorded at approximately $2,508, with allocations of $557 for fire, $513 for non-uniform, and $1,437 for police. The board approved several pension payments and reviewed pension funding updates, including that fire and non-uniform unpaid amounts had been paid while police funding remained in progress. PNC presented third-quarter investment results; no investment or other vendor selection was made.
