# Fourth Budget Session - Oct 26, 2026

Albany County Legislature Audit and Finance Committee’s fourth 2027 budget review session (titled Oct. 26, 2026; meeting metadata dated Oct. 27) heard presentations from Social Services, Children, Youth and Families, Veterans Services, Health, Mental Health, Aging, and Shaker Place. The departments described rising Medicaid, SNAP, childcare, homelessness, detention, and staffing costs, alongside proposed investments in prevention, public health modernization, and service capacity. Children, Youth and Families proposed 11 prevention positions with an estimated county cost of $49,811 after reimbursement; Health described lead-remediation funding and a roughly $500,000 contingency for a possible medical-examiner transition; and Social Services identified a $368,097 increase for AI tools and a homeless-tracking system. Shaker Place said county-capital-plan vans had been procured for an in-house medical transportation service, expected to save about $40,000 annually. No votes or motions were reported.

Procurement-related discussion included Aging’s completed RFP for congregate meal services: all submitted proposals were awarded, covering its 25 meal sites, with unit costs reflecting increases; a home-delivered-meals procurement was still under review, including a countywide kosher-meal vendor. Shaker Place also discussed purchased building-improvement services and plans for an electronic learning-management system. Health cited data-modernization work involving Tyler Technologies and Civic Roundtable. The committee also discussed funding and service risks, including Shaker Place’s conservatively budgeted $6.6 million in IGT revenue versus more than $14 million received in 2026, and the potential effects of state and federal funding changes. No other contract awards or spending approvals were made during the hearing.
