# Fargo City Commission - 10.26.2026

The Fargo City Commission’s regular meeting was held October 26, 2026. The Commission approved the 2027 capital improvement plan and the 2028 core-neighborhood reconstruction and federal-aid projects, authorizing project design and early communication with affected property owners; contract awards remain subject to reasonable pricing. Engineering reported that the 2027 funding plan draws on multiple sources, including about $17.7 million in reconstruction and rehabilitation special assessments (roughly 21% of the funding pie). The city also anticipates about $34.5 million for alley paving and new-development projects, including $32.7 million for new development. The Commission discussed the consequences of eliminating or changing special assessments, noting that replacement funding or reduced infrastructure work would be necessary. The 64th Avenue traffic-calming project was added to the plan, and the 17th Avenue federal-aid project had since been bid and awarded; no contract value was stated. The capital plans were approved by roll-call vote.

The Commission adopted EDIC’s commercial redevelopment pilot incentive policy and approved amendments establishing geographic boundaries, requiring at least 5% of units to be affordable to households at or below 80% of area median income, and requiring at least a doubling of existing housing units in qualifying redevelopment; staff and the City Attorney were asked to clarify implementation and monitoring language. In a related 4–1 vote, commissioners approved Cove Living LLC’s application for a 100% property-tax exemption for 10 years for a proposed 229-unit mixed-use project with 15,000 square feet of commercial space and approximately $61 million in investment. Staff estimated roughly $8 million in taxes across participating jurisdictions over the exemption period, including about $1.6 million for the city, with the project’s full tax value accruing after the exemption. Other actions included approving two alcohol-license ownership transfers and appointing an assistant city administrator. Consent item 16D, concerning an additional staffing position, was carried to the next meeting.
