# City Council Study Session 10/26/2026

The City of Rochester, Minnesota, City Council held a study session on October 26, 2026. Staff reviewed the city’s tax increment financing (TIF) portfolio—about 43–44 open districts and more than $120 million invested—and discussed possible changes to administration and pooling. The city currently collects about $319,000 annually in TIF administrative fees, generally at 5%; proposals included tracking staff time to districts, considering fee levels based on project complexity, charging developers escrowed legal costs, and reviewing districts annually for decertification or continued pooling. Staff estimated that retaining eligible DMC districts could generate about $66 million in pooled increment over time, compared with about $14.5 million if districts were decertified as obligations end. Council members generally expressed support for further portfolio review and strategic pooling, but no formal vote or contract award occurred.

The council also discussed prevailing-wage requirements, downtown employee parking, and parkland dedication. Members requested more information and possible industry input before considering any prevailing-wage changes; a limited adjustment for qualifying affordable housing projects was discussed, but no decision was made. For parking, staff was asked to develop options that could combine discounted parking and transit, involve the Rochester Downtown Alliance, and include participation limits, for later council consideration. Parkland proposals included predictable per-unit fees, revised geographic allocation, and adding trails or other eligible uses; members also raised affordable-housing considerations and support for pursuing legislation to apply dedication requirements to redevelopment. No procurement activity, spending authorization, or formal action was identified.
