# 10/26/2026 Beavercreek City Council Meeting

The October 26, 2026 Beavercreek City Council meeting was dominated by the Shakertown Road widening project (GRE-CR71-2.66, PID 119964). City staff described a project from Carthage Drive to Southern Bell Boulevard that will add a center turn lane, curb and gutter, enclosed storm sewer, sidewalks, and pedestrian crossing beacons. The project received federal CMAC construction funding through MVRPC/ODOT, with a 25% local match; design and right-of-way costs are locally funded. Staff reported actual traffic counts of 5,772 vehicles per day in October and said the city had settled with 13 of 32 property owners, with two additional verbal agreements pending. Council approved multiple resolutions declaring the necessity to acquire property interests and moved accompanying appropriation ordinances to second reading as emergencies, citing grant and project schedule constraints. The acquisitions discussed were primarily temporary construction easements and storm-sewer easements; staff said permanent right-of-way had already been settled for the relevant parcels. Residents objected to the emergency procedure and raised concerns about negotiations, tree valuations and removals, construction impacts, drainage, and project costs. Council requested follow-up information on outreach timelines and tree measurements; no new construction contract award or vendor selection was identified.

Council also considered continuation of the Green Town Center TIF. Staff reported a $535,000 debt payment due this year, a surplus balance of just over $1.1 million, and about $2.68 million in bond payments including interest remaining; the county Tax Incentive Review Committee recommended continuing the TIF unchanged through 2027, and council moved to accept that recommendation. During public comment, residents urged the city to end its Flock/ALPR camera contracts, but council took no action on that request. A council member also raised the possibility of developing city guidance for staff use of AI; no policy decision was made.
