# Finance, Diversity, Equity and Inclusion Committee, October 26, 2026

Cleveland City Council’s Finance, Diversity, Equity and Inclusion Committee met October 26, 2026, and advanced several procurement and infrastructure measures. The committee approved a one-year contract with Fire Force Inc. for airport rescue and firefighting personnel’s annual FAA certification training, with three one-year renewal options, at approximately $35,000 per year. It approved amended legislation updating Cleveland’s Lead Safe Certificate Program, including changes to local lead-assessment licensing, certificate cycles and implementation timing. A Roadworthy Inc. agreement authorizing donation of up to three retired city fleet vehicles for a workforce-development program was approved. The committee also approved a noncompetitive award to Sutphen Corporation for warranty-preserving fire-truck repairs, a requirement contract of up to two years for traffic signal support poles and installation, and an ADA-accessibility encroachment permit for 1293 West 9th Street. Waste-collection citation legislation proposing to reduce certain fees from $100 to $25 was initially reported approved, but a motion to hold Ordinance 591-2026 was subsequently made and passed.

The committee approved multiple capital and transportation projects. These included the Warren Road bridge deck replacement over I-90, funded 100% by the state at $7,115,500; Stokes Boulevard resurfacing, supported by about $3.8 million in NOACA funds and just under $1 million in city bonds; Brook Park Avenue resurfacing, with Cleveland’s share estimated at $394,000; and resurfacing projects on Wade Park Avenue, Shaker Boulevard and State Road, with estimated city contributions of about $165,000, $2.3 million and $151,688 respectively (the State Road contribution depends on grant funding). The committee also advanced St. Clair Avenue safety improvements. A separate, contentious request to reimburse the Browns for completed emergency stadium repairs totaling $1,122,824.02 was not approved in committee; it was sent to the full Council for consideration. Officials said the repairs were covered by the city’s lease obligations and that stadium-dedicated tax funds could not be used for other purposes. Industry and topic tags reflect the meeting’s infrastructure and transportation focus, as well as its lead-safety ordinance changes.
