# Code Audit (TAC) Technical Advisory Meeting #1

The City of Lake Oswego’s first Code Audit Technical Advisory Committee meeting was held October 26, 2026. City staff and 3J Consulting presented the project work plan and background findings for a review of Community Development Code Chapter 50, intended to identify barriers to housing production and economic development while retaining important community design standards. Initial issues include overlapping and sometimes conflicting neighborhood overlays, code complexity, standards that may add cost without improving outcomes, challenges for middle housing, sign-code usability, tenant-improvement requirements, and the lack of provisions for food carts outside special events. The audit is expected to lead to an action plan and draft code amendments; staff anticipated further direction from City Council and the Planning Commission in November, with adoption of amendments potentially extending from fall 2027 into early 2028. The committee also discussed ongoing state rulemaking and the need to distinguish mandatory requirements from local choices during public engagement.

The public involvement approach will combine accessible, in-person outreach with more detailed online tools, and will explain which decisions are required by state law and where the City can shape local standards. The committee reviewed its roles and bylaws; members identified a mistaken reference to another advisory committee and the absence of a quorum definition, with staff agreeing to correct the document. Staff and the council and planning commission liaisons were identified as non-voting members, and a quorum of six was discussed for the ten-member committee. No procurement activity, contract award, spending decision, or vote on a purchasing matter was identified; 3J Consulting presented as the project consultant, but no contract decision was discussed.
