# BOCC Work Session 10/26/26, 1:30 p.m. - Community Planning, Infrastructure and Resources

Larimer County Board of County Commissioners work session on Community Planning, Infrastructure and Resources, October 26, 2026, focused primarily on a draft land use code amendment for data centers. Staff presented a proposal following a temporary moratorium adopted in January and extensive public and agency outreach. The draft would allow micro/edge data centers as accessory uses; require administrative special review for facilities from 1 to under 10 megawatts and special review for facilities from 10 to under 30 megawatts; and prohibit facilities above 30 megawatts. It would limit eligible locations to light and heavy industrial districts, require at least 80% renewable energy, prohibit evaporative cooling, and require technical studies and mitigation addressing issues including noise, thermal effects, and cumulative impacts. No contract awards, purchasing decisions, or spending allocations were identified.

Commissioners discussed the thresholds, setbacks near disproportionately impacted communities, noise and vibration, power-demand effects on utility customers, state legislation and potential 1041 permitting, and the need for local regulatory flexibility as technology changes. Staff explained that applications would be subject to review criteria and detailed submittal requirements. The board expressed consensus to publish the draft and open public comment from October 26 through November 24; no formal motion or vote was reported. Planned milestones include a Planning Commission work session on November 18, a Planning Commission hearing on December 16, and a Board land use hearing on January 11, 2027. Staff will collect feedback through the county’s public engagement webpage and other channels.
