# 2026-10-22 Social Service Human Relations Board

The City of Alameda Social Service Human Relations Board met on October 26, 2026. The main procurement and funding discussion concerned preparation of the FY 2027–28 Community Development Block Grant (CDBG) Action Plan. Staff reported a current-year HUD allocation of $180,816 and estimated up to $60,000 in program income for the next fiscal year; public-service funding is capped at 15% of the applicable entitlement and prior-year program income. The presentation cited an estimated public-service cap of about $157,000, while noting that the federal budget and final HUD allocation were not yet known. Staff proposed adjusting allocations to reflect the actual award and available program income. No CDBG awards or funding allocations were approved at this meeting.

The board discussed community priorities, including service coordination and navigation and access for vulnerable and underserved populations, and raised concerns about application accessibility and how proposals are scored. Members discussed possible applicant presentations or interviews and adding more emphasis on prior outcomes, but took no formal action on those ideas. The board’s president and vice president will draft a needs statement for review at the next meeting. Staff outlined a forthcoming Notice of Funding Availability and RFP open to eligible organizations for public services, economic development, public improvements, and affordable housing, with applications expected to be evaluated in early 2027 and recommendations brought back to the board before City Council consideration in May. Staff also noted two provider agreements and the relocation of a shelter and safe-parking program would be presented to City Council; no related award or purchase decision was made by the board.
