# City Council Meeting - 10/26/2026

At the October 26, 2026 Bloomington City Council meeting, the council approved three steps supporting redevelopment of the 50-acre Eastland Mall site: an inducement resolution allowing eligible project expenditures to be reimbursed, a PGAV feasibility-study agreement not to exceed $30,000 for evaluating a potential TIF district, and an agreement guaranteeing 80% of Eastland Mall Redevelopers LLC’s Bank of Springfield loan for 365 days. Based on an approximately $11.3 million purchase price, the guarantee could cover roughly $9.09 million; staff said it is collateral rather than an upfront city payment and described protections in the event of default. The council also approved an ordinance directing staff to negotiate a redevelopment agreement with Royce & Brinkmeyer, amending it to include negotiation of a project labor agreement intended to promote local contractors, suppliers, and labor. The Franklin Park Foundation asked the council to negotiate with multiple proposers or defer the item; the council proceeded with the amended ordinance.

The consent agenda passed, including a Farnsworth agreement for a water-supply safe-yield analysis; the clerk corrected the agreement amount to $187,600 from the $165,000 shown on the agenda. The monthly financial report noted $98.4 million in capital projects awarded against a revised annual budget of $120 million, and discussed anticipated water-system borrowing needs and higher borrowing rates. No additional procurement awards were identified in the report.
