# Bloomington MPO Technical Advisory Committee, October 21, 2026

The Bloomington MPO Technical Advisory Committee met on October 21, 2026. MPO staff discussed the draft Transportation Improvement Program (TIP) for fiscal years 2028–2032, which is undergoing public and agency review ahead of a recommended adoption vote by the Policy Committee on December 4. The MPO’s allocation is about $4.5 million and has decreased following census-based population and allocation changes. Staff said the TIP is fiscally constrained, but funding amounts for individual projects may change while INDOT finalizes its constrained project list. The draft was transmitted to INDOT, the Federal Highway Administration, and the Federal Transit Administration on October 2; public comments are being accepted. The committee did not vote on the TIP or approve any contract or procurement. It approved the agenda and the August 26 minutes.

Staff also reported on construction affecting West 2nd Street and the Dillman Road bridge replacement, which will proceed as planned despite the bridge’s historical significance. Members discussed seeking further public input on the TIP, and staff agreed to post information on Reddit. Other topics included a draft Bloomington ordinance addressing e-bikes and scooters, which will be discussed by the Transportation Commission, and concern about the loss of public transit service in the Ellettsville urbanized area beginning January 1. The next TAC meeting, December 2, is scheduled to consider the final TIP recommendation.
