# Town Board of New Castle Budget Work Session 10/23/26

The New Castle Town Board held its October 23, 2026 budget work session to review proposed 2027 departmental budgets, including Public Works, stormwater, police, and Justice Court. Public Works reported that a new residential refuse-collection contract had been awarded, with projected contract costs increasing about 4–5%. The proposed single-family refuse fee is $700.16, up from $687.27. The board also discussed proposed road-paving funding of about $1.15 million, including a $150,000 increase, and $135,000 for ongoing drainage-pipe relining, expected to continue for roughly 10–15 years. A $20,000 add-on to the IWorks system for street-sign inventory had been approved the prior week. A new bucket truck had been purchased using fund balance, supported in part by approximately $150,000 in LED streetlight-conversion credits.

Other proposed or discussed spending included a $175,000 replacement of ozone equipment at the water treatment plant (not yet approved), two highway mason dumps, a water-department backhoe, and a recycling roll-off truck. The town is seeking additional state stormwater-mapping grant funding—discussed as approximately $75,000—and has a consultant proposal of about $97,000 to complete required mapping; outfall repairs were budgeted at roughly $25,000–$30,000. Police budget items included two vehicle radios compatible with a future digital system and a $25,000 recording-server upgrade. The proposed water-rate increase is 3.5%. No new budget or procurement awards were voted on during the session; the board’s next steps are to review updated budget materials, consider the preliminary budget for acceptance on November 10, and hold a public hearing planned for December 1.
