# Joint Schertz-Cibolo Council Meeting - October 22, 2026

The October 22, 2026 joint City of Schertz–City of Cibolo Council workshop focused on the cities’ shared water resources and the future of the Schertz-Cibolo Local Government Corporation (CVLGC). Officials reviewed projected water needs, groundwater permitting uncertainty, lease obligations, and options to retain, lease, transfer, or develop CVLGC water assets. Schertz staff cited a future need of roughly 2,500 acre-feet beyond existing supplies, while Cibolo staff described a preliminary need of at least 1,000 acre-feet, potentially up to 1,500, pending more detailed analysis. The discussion also covered a roughly $160–165 million CVLGC development plan, with about $80 million in capital costs per city, and the existing Green Valley SUD arrangement involving 125,000 gallons per day of wastewater capacity and a first right of refusal in certain circumstances.

Council members raised concerns about the cost and long-term control of water rights and requested clearer comparisons of the proposals, including a “do nothing” scenario. Members suggested obtaining more options, potentially through an RFP, and pursuing additional review by consultants and independent legal counsel; these were discussion points, not formal procurement approvals. No water-asset transaction, contract award, or spending decision was approved at the workshop. The cities indicated that further water studies, legal review, and CVLGC review of offers would inform a later discussion; the only motion noted was to adjourn.
